Cambridge Inspectional Services issues the building permit, and it has to be in hand and posted on site before the first cut into wet plaster or framing. Three more approvals sit behind it: plumbing, gas and wiring permits go only to Massachusetts licensed trades, asbestos removal needs a city permit on top of the MassDEP notification, and nothing over 50 years old can be demolished without Cambridge Historical Commission approval, which in a city where 67.9 percent of the housing predates 1980 covers most of it. If the property is rented, Cambridge is one of only three cities MGL c.111 s.127L names, so a violation that may impair a tenant's health is attested by the commissioner of housing inspection rather than a board of health, and the city's housing division has four inspectors by area on 617-349-6100. Never pull the permit yourself to save a day: under MGL c.142A that forfeits the Guaranty Fund, which reaches only owner-occupied buildings of one to four units in the first place.

The Cambridge assessment concludes that the Charles River and Alewife basins have different flood mechanisms: flooding in the Alewife basin is mostly driven by overbank flooding, while on the Charles side the city is not expected to see major overbank flooding at the 1 percent probability in 2070 and the inland flooding instead comes from a flood wave propagating through piped infrastructure.
