Eight of the nine paid flood claims in Medford were on properties with a finished basement, and four of them came out of one March 2010 nor'easter. Much of lower Everett is filled salt marsh over a river that was put underground in the 1960s, so a slab that stays damp there can be a site condition rather than a leak.
