Mold Removal in Chelsea, Where Most Homes Are Rented
Three quarters of Chelsea households rent, so the first useful question about a damp wall here is which duty applies and who holds it. The 48-hour drying deadline, a written order with a compliance date and the remedies behind it are what actually get damp dealt with in this city.

How a written order gets Chelsea damp dealt with
In Chelsea the route that works is the written one. An order under the housing code has to be in writing, state the violation, attach the inspection reports and set a time limit for compliance, and because more than 1 percent of this city speaks another language as a primary language, it also has to carry the notice that it is an important legal document that should be translated. An order that arrives without that notice is defective. Once the ordered date passes with nothing remedied, 105 CMR 410.750(P) turns the violation into a condition deemed to endanger health, and that missed date, not the mold itself, is where escalation starts. Day to day the water is more ordinary than the map suggests: 11 of Chelsea's 14 paid flood claims came from rainfall or snowmelt accumulation and seven were outside the mapped zone, so the tidal exposure at the Island End River belongs to the severe event and rain belongs to the ordinary one.

The Mystic River Watershed Association records that the Island End River flowed through salt marshes, mudflats and creeks, that a dam and dike were built in 1789, that the marshes were filled from the 1890s for industry, and that the river was put underground in a culvert in the 1960s. It now overflows its banks about once a year.
