The drying deadline in this state is unusual in who it runs against and when it starts. The owner has to have every wet surface dry within 48 hours from the time they are notified or the end of the event, whichever is sooner, so in a city where three quarters of households rent, the message reporting the leak is often what starts the clock rather than the leak itself. That is worth knowing from both sides of a Chelsea tenancy. Most of what we dry here is ordinary too: 11 of the city's 14 paid flood claims came from rainfall or snowmelt accumulation and seven were on properties with an unfinished basement or enclosure.

For the ordinary case the sequence is extraction, then air movement, then dehumidification, with readings closing it out. Take photographs before anything is moved, whichever case you are in: they are worth far more than anything you gain by tidying up first.

Chelsea's claim causes and the Island End floodplain
105 CMR 410.500(B) states that in the event of leaks and flooding the owner shall ensure all surfaces have been dried within 48 hours from the time they are notified or the end of the event, whichever is sooner.

FEMA's NFIP claims dataset records 14 flood insurance claims for the City of Chelsea with loss years from 1996 to 2025 and about $91,000 in net payments. Eleven of the 14 were caused by accumulation of rainfall or snowmelt, seven were rated in flood zone X, and seven were on properties with an unfinished basement or enclosure.

Water came in off the street on a high tide. Is that the same job?
No. The Island End River already overtops at high tide in calm weather across a floodplain with more than 800 buildings in it, and brackish water is handled as contaminated, so absorbent material it reached is carried out rather than dried. Rain in the same basement is an ordinary drying job.
