Why the Charles side of Cambridge floods from the pipe up
Water reaches a Cambridge cellar two ways and only one of them comes over the ground. Near the Charles the city expects inland flooding to arrive as a flood wave through buried pipes, and its own assessment found the worst case is surge arriving with rain at the same time, because the piped system loses the ability to carry anything new once river levels are high. That changes what happens first on site. The water gets categorized before a single fan is placed, because there are six MWRA outfalls and three city outfalls open to the Charles River Basin and the whole point of them is to stop sewage backing up into buildings. Water that arrived by that route is not rain.

The decision that actually changes the bill is how quickly the equipment arrives, and in this city the working day is shorter than people expect. The noise ordinance does not permit construction activity before 7:00 a.m., before 9:00 a.m. on Saturdays and holidays, or after 6:00 p.m., and Sunday work is not permitted at all, so extraction and cutting have to fit inside eleven hours a day, six days a week. A Friday afternoon flood therefore has fewer working hours in front of it than a Monday morning one, and the deadline it is racing does not pause for the weekend. That is the argument for calling before the mopping rather than after.

The April 2025 joint press release from the City of Cambridge and the MWRA records six open combined sewer overflow outfalls permitted to the MWRA and three permitted to the City of Cambridge in the Charles River Basin, and states that these discharges are necessary to prevent sewer backups into homes, businesses and streets.

Cambridge Inspectional Services states that the city Noise Ordinance does not permit construction activities before 7:00 a.m., or before 9:00 a.m. on Saturdays and holidays, or after 6:00 p.m., and that Sunday work is not permitted. 105 CMR 410.500(B) states that in the event of leaks and flooding the owner shall ensure all surfaces have been dried within 48 hours from the time they are notified or the end of the event, whichever is sooner.

It matters a lot. Cambridge still has combined sewers with nine permitted outfalls to the Charles River Basin, and those exist so that overflow goes to the river instead of back into buildings. Water that arrived from that direction is handled as contaminated, so porous material it soaked comes out rather than being dried.
Can you work on a Sunday if it flooded Saturday night?
No, and nobody in this city lawfully can. The noise ordinance does not permit Sunday construction and caps weekday work between 7:00 a.m. and 6:00 p.m. What we can do is get extraction and equipment placed inside Saturday's hours, which is most of the benefit.
