Two 48 hour clocks pointing different ways
Two clocks start when an Arlington cellar fills after a storm, and they do not agree with each other. One says get every wet surface dry inside 48 hours or this stops being a drying job. The other says stay out of contact with the Alewife Brook and the Upper Mystic River Basin during rain and for 48 hours after it, and avoid contact with floodwaters generally. Both are correct, which is precisely why the first hour belongs to extraction by people in the right gear rather than to a homeowner with a shop vacuum. Belmont, Arlington, Cambridge and Somerville are all named as contributors to that brook's impairment, so this is a system problem rather than a street one.

Three things to settle before equipment lands
While you wait, weigh three things and none of them is the dehumidifier. Whether the power to that level should be off, and who is qualified to make that call, which is an electrician or the utility and not you. The Alewife advisory and the towns behind it
The same release states that because of increased health risks, public health officials recommend avoiding contact with the Alewife Brook and Upper Mystic River Basin during rain events and for a period of 48 hours following rainfall, and that contact with floodwaters should also be avoided.

The Alewife Brook release names Belmont, Arlington, Cambridge and Somerville as the communities whose combined sewer overflow, stormwater and other discharges contribute to water quality impairment of the Alewife Brook, and says all of them are running programs to identify and control those sources.

105 CMR 410.500(B) states that in the event of leaks and flooding the owner shall ensure all surfaces have been dried within 48 hours from the time they are notified or the end of the event, whichever is sooner.
