I rent my apartment. Can I have it tested myself?

Yes, for the parts you occupy. The report belongs to you, not to the owner, and you decide who sees it. What a test cannot do is move the duty: under the housing code the obligation to deal with excess moisture sits with the owner whatever the tenant pays for.

Does a damp room still count as living space?

Not under 105 CMR 410.420(A), which says no room or area in a residence may be used for habitation while it is subject to excess moisture. That is why an assessment records which rooms are affected and how wet they are, rather than describing the building as a whole.
